Direct Procurement for Customers (“DPC”) is a Public Private Partnership delivery model for water companies in England and Wales introduced by the industry regulator, Ofwat, to attract project finance for the Design Build FInance and Operation of large water infrastructure projects.

The DPC process allows water companies to open up all elements of a major infrastructure project with a value of £100 million or more (rising to £200 million for PR24 business planning period) to the competitive market, in order to drive the best value for money for their customers through a lower cost of capital, improved efficiency and innovative approaches to project development and delivery.

Building upon Arfon Consulting’s personnel’s prior experience of complex infrastructure and privately financed projects, Arfon Consulting Ltd is advising one of the pathfinder regulated water companies on the development of its £0.5bn DPC project procurement and commercial strategy.
