Hochtief, JT Mackley and Jones Bros JV and Balfour Beatty shortlisted for £140M Havant reservoir

Hochtief, a Jones Bros/Mackley JV and Balfour Beatty are the three civlls firms shortlisted by Portsmouth Water to build a 8.7 billion litre reservoir in Hampshire.

The site, on a 160-hectare grassland site, will serve the communities of South East England, an area under serious water stress.

In addition, Portsmouth Water have also listed four other contractors to deliver the associated pipelines for the reservoir.

These are Clancy Docwra, Farrans Construction, trading as a division of Northstone (NI), Roadbridge UK and Ward & Burke Construction.

All contracts are due be awarded in March next year with the reservoir, able to supply up to 21 million litres of water each day, scheduled to be operational by 2029.

In an interview with Construction News, Portsmouth Water’s CEO Bob Taylor said:

“The suppliers we have invited to tender have each demonstrated a proven ability to successfully deliver important infrastructure schemes, harnessing the power of innovation to achieve excellent results. We now look forward to liaising with these suppliers, as we prepare to award contracts for construction of the reservoir and its pipeline in March next year.”

Pre-qualification, through a two stage tender assessment process, is common for large, complex projects that require specialised technical expertise such as the Havant Reservoir contract featured here. It allows contracting authorities to assess the levels of experience, ability and financial strength of bidders.

Typically only a limited number of bidders, in this case four, will subsequently be invited to bid for the main works of a contract following assessment of pre-qualification questionnaires which makes this such a vital part of the tendering process.
