Bids invited for £240m Liverpool highways services framework

Liverpool City Council is inviting consultants to join a £240M four-year professional services highways contract, following the publication of a Prior Information Notice (PIN) for the framework.

A PIN is a notice which can be published up to twelve months in advance of the actual procurement exercise taking place, and contain some basic information regarding the goods or services to be purchased.

Publishing a PIN is not a mandatory requirement for public bodies, but they serve a use purpose in alerting markets and potential bidders that a contract opportunity may be forthcoming.

They also provide the opportunity for buyers to talk openly to potential suppliers about the procurement before the tender is released.

PINs are sometimes also known as an Early Market Engagement Notice or a Future Opportunity Notice on the FInd-A-Tender portal, which replaced the Official Journal of the European Union (OJEU) for publication of high value contracts in the UK on 1 January 2021.

In regard to Liverpool City Council’s PIN, the authority is seeking between four and six suppliers for each lot, with the indicative value for the framework of £60M - £80M over four years.

The highways consultancy framework is looking for firms with expertise in the following areas

  • Project Design Services, and Site Support (includes Technical Authoring and Modelling)

  • Programme and Project Management

  • Project Health & Safety

  • Project Cost and Commercial Consultants

  • Traffic Regulation Order Consultancy and Drafting Services

  • Transport Planning Advice (with Transport Modelling)

  • Miscellaneous e.g. IT design, bridge survey, site investigation, environmental specialisms, and some car parking services

The Council envisages that a maximum number of 45 participants will be appointed to the framework

Firms have until 29 October to register their interest in the framework with the formal commencement of the procurement exercise anticipated to begin on 11 January 2022.
